The U.S. Congress yesterday gave final approval to legislation forcing the Bush administration to delay contentious requirements for passports at the Canada-U.S. land border until at least the summer of 2009. The measure, included in a broader U.S. budget bill, will prevent the Department of Homeland Security from implementing the passport rule as early as next summer, said Vermont Senator Patrick Leahy, the provision's author.
