I think that's a nictitating membrane and not cataracts. ; The membrane protects and moistens the eye while maintaining some visibility.

ugly I think it is chrome and is part of his battle gear... ; I mean really, look at that menacing stare with the bright red comb and hrome eyes. ; That would scare any opponent.
